Is there a difference between inherent potential and pre-existing?

I am not sure if I used the first term in this post, but to me there is a difference. The inherent potential is the potential of something or some kind of situation, but it is not necessarily that this potential will become actual. The "pre-existing" would refer to a "future" actual that will be in some stage of development of something or some kind of situation. I see this as more deterministic.

Let's take the example of the Einstein clone! His inherent potential is to produce groundbreaking ideas, but he may live in a family that cannot feed him well, and his potential will be stopped by his premature death. If we were to talk about pre-existing groundbreaking ideas here, it would mean that we have the certainty that he will produce groundbreaking ideas no matter what happens.
